MINUTES OF ANNUAL GENERAL MEETING FOR 2013

Persons present: Darlene Bowyer (Port Kells CA) ,Lyn Gallie (Bolivar Heights CA) Deb Jack (Surrey Environmental Partners), Ken Krasnikoff (Cloverdale CA), Marcie Kroeker (Fraser Heights CA), Jim & Betty Labelle (Cloverdale CA), Barb Paton (Semiahmoo RA), Mike Proscow (Country Woods RA), Liz Walker (CRONIC), Rosemary Zelinka (Elgin Ratepayers and Coordinator for Surrey ASC).
1. Chair for the Meeting
Darlene Bowyer was appointed Chair of the AGM.
2. Guest Speaker
Councillor Barinder Rasode spoke about recent initiatives by the City regarding public involvement and participation in Surrey. She noted the success of the recent first Community Summit and thanked Rosemary Zelinka and Deb Jack for their help on the organizing committee for the Summit. She advised that there will be more Summits, but they may take different forms.
Barinder informed the group of additional community development projects including encouraging the formation of a BIA and a CA in Newton and crime prevention initiatives in Port Kells and Newton. She advised that the City is intending to hire a community developer staff person. She mentioned Surrey Cares, which is a rebranding of the Surrey Foundation.
Barinder announced that she will be organizing a meeting of community associations in the next few weeks. There is also a possibility of additional town hall meetings where the public can attend and express their concerns.
Barinder mentioned issues regarding alcohol and drugs recovery homes, which the provincial government does not regulate. She suggested that efforts should be made to draw this to the attention of political candidates at this coming provincial election.
Barinder was thanked for attending this meeting and for all her efforts to improve communication between the City and community associations and groups, and the public. She left the meeting at 7.15 pm.
3. Approval of Minutes of last AGM
It was moved by Barb Paton and seconded by Rosemary Zelinka, that the Minutes of the 2012 AGM be approved as circulated. CARRIED
4. Coordinator’s report
It was moved by Barb Paton and seconded by Mike Proskow that the Coordinator’s report for 2012, as circulated, be approved. CARRIED
5. Financial report
It was moved by Darlene Bowyer and seconded by Barb Paton that the 2012 Financial Statement be approved as circulated. CARRIED
6. 2013 Work Program and Budget
It was moved by Barb Paton and seconded by Darlene Bowyer that the 2013-2014 Annual Work Program and Budget as amended to add “recovery homes” to the list of issues, be approved. CARRIED
7. Election of Directors
The following members were acclaimed to serve on the Executive for 2013-2014:

Leonor Bradley (Guildford Community Partners/Tynehead CA)
Bob Dhaliwal (West Panorama Ridge RA)
Barb Paton (Semiahmoo RA)
Rosemary Zelinka (Elgin Ratepayers)
8. Community Group Activities
Bolivar Heights – crime no longer a big issue, but SFPR is, and also use of playing fields by people from outside community.
Cloverdale – delegation to parks and Rec Committee re missing out on swimming pool and ice rink; objecting to small lots and carriage houses.
SEP – concerned about riparian areas and Bear Creek Park
Fraser Heights – issues related to a liquor store and transportation
Port Kells – crime issues with alleged criminals renting big houses
Country Woods – achieved some traffic calming from the City, but transportation issues have arisen due to Grandview Heights development.
