Minutes of Meeting, April 17, 2008


Present: Doug Bell (Clayton), Bonnie Burnside (Whalley CA), Rick Hart (Fleetwood CA), Nick Kapty (Cranley Place) Barb Paton (Semiahmoo RA), Grant Rice (St Helens Park RA), Wally Sandvoss (Port Kells CA), Rob Terris (Tynehead CA/Guildford Community Partners), Fred Weber (Ocean Park CA), Velma Wilson (Cloverdale CA), Rosemary Zelinka (Elgin Ratepayers and Coordinator for Surrey ASC).


1. Appointment of Chair

Grant Rice was appointed Chair for this meeting.


2. Approval of Agenda

The Agenda was approved with addition of the City’s OCP Review under New Business.


3. Minutes of Previous Meeting

Moved by Barb Paton and seconded by Bonnie Burnside, that the Minutes of the March meeting be approved as circulated. CARRIED


4. Business arising from the Minutes

(a) The Coordinator advised that following our letter to Council re participation in the development of the City’s Sustainability Charter, she was invited to personally attend the Environmental Sustainability meeting and while at that meeting she had requested to also attend the Social Sustainability meeting. This was agreed. Info from the Environmental meeting was circulated. She reported that the Mayor and staff had been very receptive to changes and additions suggested by those attending the Environmental meeting.


Concerns were again expressed by several Surrey ASC members that they had not been invited to these meetings, despite attending the workshop last October. It was agreed that another letter should be sent to the Mayor’s office requesting that people who attended the workshop should also be involved to subsequent meetings.

Concerns were also expressed that there has not been a meeting of the Mayor’s Committee of Community Associations for 13 months, and it was agreed that a letter should be sent to the Mayor requesting one. Community Associations will be encouraged to send letters also.


(b) The City’s response to our letter asking for more funding for the Crime Reduction Strategy was circulated. While thanking us for our support, the letter indicates that implementation of the Strategy is progressing well.

(c) Plans for the Workshop, scheduled for May 10, were discussed. A flyer/ad is being developed for circulation to everyone in the next few days. Cheryl Hubbick a marketing professional, has been hired to help the Executive with the details.

Bonnie Burnside is approaching some Community Associations about being included as part of the Now’s supplement to be published just before the Workshop.

(d) Bonnie Burnside, Rick Hart, and Barb Paton advised that they are continuing to meet with the City’s Beautification Coordinator, Renate Gepraegs, regarding her program. It seems she has a complicated reporting structure.


5. New Business

(a) Barb Paton reported that the City is about to commence a review of the Official Community Plan (OCP) which will take about 18 months to complete. Details of the process can be found on the City’s website. It was agreed that Surrey ASC should seek to be a key stakeholder in this process.


6. Report from Member Group

(a) Bonnie Burnside reported that the Whalley Community Festival is planned for June 14. The Farmers’ Market proposal is on hold, pending finding a suitable site.

(b) Proposed traffic calming measures in Ocean Park are on hold, pending City decisions re funding of medians.

(c) Rick Hart reported that Fleetwood CA has a new set of Directors, and recently held a meeting with the Planning Dept regarding local issues. A meeting will be held regarding crime reduction on April 24, at 7:00 pm in the Sports and Leisure Complex.

The Fleetwood CA is celebrating its 85th anniversary and is working in partnership with the City and Province to rehabilitate the plaza at the Community Centre.


7. Next Meeting

The next meeting of Surrey ASC will be held at 7.00 pm, Thursday May 15, at Port Kells Community Hall.
